Why does Microsoft make it difficult to export contacts from Outlook Express into regular Outlook?

There is no way to export your Outlook Express contacts from one machine to another different computer that only has MS Outlook; You must have both programs on at least 1 of the machines. After all these years of MS using "MS Office" why wouldn’t they make this functionality more user-friendly? If someone has a way to do this "simple" task please let me know. Thanks
