Yes, the governments usually seek for keep a balance of the exports/ imports situation, trying to enhance exports and avoid imports, because this should be better for local factories and companies, also it would bring money to the country, not send it out by importing. If you wonder what they do, well, usually they give monetary help or taxes facilities for producers and for avoid imports, they apply strong regulations and taxes for imports. Except for bilateral trade agreements, where the governments try to be less protective.
