Do I need an export license to set up an ebay business and ship products from the Philippines to the US?

I’m looking to ship various items, even possibly food products(even though extra documentation is required). Can I always label these products as gifts to avoid taxes, do I have to label them as commercial goods, do I even need an export license to do this?

Inquire at the Bureau of Customs to know the exact classification of the goods you are bringing to the US.
