I have a US e-commerce Web site for which I would like to obtain domain names in other countries and market to people in those countries using SEO, blogging, etc. I’ve been told different policies apply in countries other than the US. Any texts or other resources on the subject to which you could refer me?
You can search country code Top Level Domains (ccTLDs) through the http://www.domain.name/search box and the search results will give you availability status and specific ccTLD domain name registration requirements.
A much cheaper option and with good development tools – but with less ccTLD offerings can be found at http://TheRegistrar.net
Some ccTLDs are very expensive and some have strict nexus/residential requirements.Personally,I would think it better to build around your core web address (hope it’s a .com) adding country specific sub-domains like www.de.yourname.com www.uk.yourname.com hk.yourname.com or stick to SEO country keyword file names like www.yourname.com/france etc

Let me give you an example.
Lets say you want to get a spanish domain name and be able to market your services in Spain.
You would need to first register a spanish domain name eg: yourdomain.es and also you would need to get a web hosting service in Spain.
That way you will more likely get a better position in the search engines on searches done by people in Spain.

there are some specific rules apply for specific regional TLDs. for example, if you want to register an AU domain, you actually have to be either an aussie or have to have a registered business in Au (which you can do online by registering a companu and getting a tax ID from the AU tax guys). however, same rule dont apply to most of the other regional TLDs. you can pretty much register most of the regional domains using a domain register. godaddy is a good place to go as they allow you to register lot of regional TLDs (they partner with other registering agencies to allow you that service)
regarding marketing and seo in specific countries, pretty much same strategies apply but if you want to specifically target visitors from a specific region, say UK or Germany, you need to use local resources and sites to promote your business. for example, you can promote your site using local social bookmarking, article directories, link directories, local classified, etc
