The MOU has been signed by Cimahi administration that was represented by Cimahi mayor and PROM Project THAT WAS REPRESENTED BY ANDREW from the Asia Foundation. Other than the signing of the MOU between PROM and Cimahi administration, MOU on cooperation was also signed between Cimahi administration and an IT services provider to build an integrated system for the handling of export permits through the application of IT technology for the exporters in Cimahi city. This event was also covered by local television stations and newspapers.

No, in this sentence "that was represented by Cimahi mayor" modifies the "Cimahi administration."

"That was represented by Andrew" modifies the "PROM Project" separately.

It sounds like a mouthful but it is no way repetitive.
